EFFECTS OF PROJECT PLANNING ON PROJECT PERFORMANCE: THE CASE OF BENISHANGUL GUMUZ REGIONAL STATE SELECTED REGIONAL SECTOR BUREAUS

Abstract:

This paper examines the main objective of the research work was to assess the effects of project planning on project performance in Benishangul Gumuz regional state. Three planning aspects are considered (Project preliminary feasibility study, Feasibility study, and project management knowledge area planning), for their effects on project performance (Time, Cost, Quality, Efficiency of management and satisfaction of third parties). The study was conducted based a survey questionnaire collected from 134 respondents comprises of executive, project managers, management members, and relevant experts from Benishangul Gumuz regional state project oriented six public sectors implemented development projects. Both descriptive and explanatory type study was designed and used. The study also used both Quantitative and qualitative research approach for data analysis employing SPSS version 22.00 for data analysis. The study identified poor and inadequate project planning as main cause of poor project performance. The study’s correlation analysis identified that project performance is strongly and positively correlated with project planning aspects. The regression analysis indicated that project performance is significantly affected by Project Preliminary Feasibility Study, Feasibility Study and Project Management Knowledge Areas Planning. The study result also indicated that project performance measures are interrelated and interdependent thereby signified that any project planning defect affects one of these Project Performance Measures which invariably affect the other measure and overall project performance. The study also identified the main problem of poor project planning was intuitive decision of top policy makers. The findings suggest proper and adequate project planning leads to positive project performance in terms of time, cost, quality, efficiency of management and satisfaction of third parties and the overall performance.
